Scott pleads guilty to health care fraud

ROSA RAMOS SCOTT, age 38, of El Paso, Texas, pled guilty to health care fraud and will be sentenced June 21, 2006.

When the case was initiated in 2003, Scott owned and operated Primary Speech and Language Services and provided speech therapy. Scott’s plea indicated she billed Medicaid and the Children’s Health Insurance Program (CHIP) for individual, one-on-one therapy when, in fact, she actually was treating four to five children in group therapy. Through her private company, PSLS, she fraudulently billed Medicaid and CHIP approximately $356,700 from March 1998 to February 2003.

The case was investigated by the El Paso Division of the Federal Bureau of Investigation, the Texas Attorney General’s Medicaid Fraud Control Unit, and the Department of Health and Human Services – Office of the Inspector General. The case was prosecuted by Assistant U.S. Attorneys William Lewis and Stephen Garcia.
